This chapter provides an outline for the kinds of reform needed to ‘address the roots causes’ of the conflict, the main objective of peacebuilding. The purpose of Chapter 3 is to provide an account of the peace process, its strengths and weaknesses when compared to previous attempts to negotiate a settlement, and the role of peacebuilding and economic recovery. It begins with some background to the peace talks, and how the ceasefire agreement of 2002 was reached. The role of the international community is detailed including Norway’s role, the UN, the 16 Aid, Peacebuilding and the Resurgence of War World Bank, the Asian Development Bank and the Co-Chairs of the 2003 Tokyo Donor Conference.
